Mayor Sadiq Khan flags up imminent changes to development rules

This week the Mayor published ‘A City for all Londoners’, which details top challenges and opportunities across priority policy areas, as well as the changes the Mayor wants to deliver over the next four years.
It contains the first step towards the creation of a new ‘London Plan’ – the document which sets out the rules for how London develops.
Sadiq has stated “I’m going to raise the level of affordable housing by using my planning powers alongside investing the funding available and the release of public land. In terms of planning, my team are currently developing supplementary planning guidance – SPG – to increase the numbers of affordable homes delivered through the planning system.”
In A City for all Londoners’ it states that the supplementary planning guidance is will be issued before the end of the year.
It is expected that the new SPG will:
- include the establishment of Living Rent housing,
- create a more transparent process for assessing viability,
- entrench the 50% affordable housing requirement.
There are questions about:
- what types of homes will be regarded as affordable,
- how will viability assessment work,
- what incentives will be offered to developers to build.
